SOW's are the only tools that keeps a focus on accountability and responsibility. I use plural as re-negotiations during the project are almost inevitable and a new SOW is required (not ammended, new).

In more than 18 years of performing implementations as a consultant, we have refused to move forward 3 times on contracts that did not have a clear enough, or even the existence of, a SOW... though the client did make a fuss, the value of the SOW does make it value known during the rough moments of any contract...
